Correct placeholders in unpublished checklist templates through MCP

MCP now stops placeholder corrections on checklist templates that have a published version or whose publication status cannot be established. Placeholder text is the guidance shown in an empty field.

Improvements

• Use a separate unpublished checklist template with fresh steps for these changes. On a verified unpublished template, the assistant can still correct and clear placeholders in text and textarea fields.
• When the assistant reads field definitions from a published template, they must be verifiable against the selected version. Otherwise, the read stops rather than combining published information with fields from another version.
